Disable automatic fan control

Override fan speed as percentage (example 0x0f is 15%)
ipmitool -I lanplus -H SERVERS_IP_HERE -U IDRAC_USERNAME -P 'IDRAC_PASSWORD_HERE' raw 0x30 0x30 0x02 0xff 0x0f
Disable Dell default ThirdPartyPCIFanResponse. Normal behaviour will ramp up fans when a non-OEM card is inserted
